Background

The award is founded by Association for Christian Conferences, Teaching and Service (ACCTS), and The Military Christian Fellowship of Norway (KBS). The award has taken the name of Major (Ret)Asle Enger as an acknowledgement of his outstanding international work in the field of military ethics on a Christian foundation throughout most of the twentieth century. He especially made these ideals true through his personal example when he in the 2nd World War voluntarily went into German concentration camp captivity to be able to serve Norwegian officers who were in German concentration camps as a chaplain. In the time after 2nd World War he continued his international work by spearheading reconciliation with the former enemy, and humanitarian aid work both to suffering Germans and others.

Major Asle Enger has since he was a young officer served in international military Christian service, and in 1982 he had the initiative to the founding of The Military Christian Fellowship of Norway (KBS), and he became its first President. He has also been an inspiration to the military Christian fellowships of a lot of other countries. Major Asle Enger in this way has given us a shining personal example of military professionalism and love for his country at the same time that he personally has spearheaded reconciliation with and humanitarian aid to former enemies.

Purpose

The award is founded to stimulate to achievements in the field of military ethics. Important work in this field is to be furthered in a way that will inspire more people heed the importance of ethical work in military service. Weight will be put into performing this work in the spirit of Asle Enger, and in accordance with the ideas he has fought for.

Selection of an award committee:

  1. The award committee shall have three members.
  2. The board of KBS chooses the Leader of the committee. One member is chosen by Association of Military Christian Fellowships (AMCF) Vice President for Europe, and one member is chosen by Association for Christian Conferences Teaching and Service (ACCTS).
  3. The committee can make a decision when two out of three members including the leader are present. Physical presence is not mandatory a telephone conference would for instance be adequate.
  4. All decisions are to be made by consensus.
  5. The position as a member of the committee is honorary, and will not be paid in any way.

Selection of an award recipient:

  1. The leader of the award committee is responsible for preparing proposals about candidates to the rest of the committee. A work group chosen by the board of KBS in understanding with the leader can aid him or her in this work.
  2. Candidates to the award can be both military, civilians, and in extraordinary cases an organisation. If the award committee so decides the price in extraordinary cases may be shared by persons, but not by organisations.
  3. Everyone is free to submit proposals to the award committee. All proposed candidates are to be considered.
  4. If the award committee does not find a worthy candidate no award will be handed out. In such a case this is to be told to the board of KBS which will decide on the time for the following award.

Award administration:

  1. The time awards will be given is decided by the board of KBS.
  2. The first award ceremony will be in November 1999 at The Royal Norwegian Air Force Academy in Trondheim, Norway during The International Military Ethics Symposium.
  3. The award will be a work of art and a diploma.
  4. The board of KBS may grant a travel scholarship together with the award to enable the recipient to come to the award ceremony. If more than one person receive the award it will normally not be granted more than one travel scholarship. The board of KBS may do exceptions.
  5. The award is to be financed by direct donations. Funds are to be husbanded in a conservative way. The accountant of KBS is responsible for keeping the accounts of the award. The accounts are to undergo revision annually together with the accounts of KBS, and are to be finally approved by the annual assembly of KBS.
